This model was made in England but  there is no name on the original box to confirm the maker.  It is clockwork but there is also a friction drive version, virtually identical.

From a 90's kid's TV programme this toy is 210 mm long, made from plastic and has side opening doors! Made in China it is really quite a good likeness (OK the doors are naff), it even has the FMR badge!
